Two people facing drug and prostitution charges in Delaware – 47abc
Rakovsky (left), Stelljes (right) DOVER, Del. – Two Kent County residents have been arrested on drug and prostitution related charges. On September 22nd, DNREC Fish & Wildlife Natural Resources Police arrested 29-year-old Yuliya A. Rakovsky, of Dover, and 71-year-old Charles T. Stelljes, of Leipsic, near the Little Creek Wildlife Area outside of Dover.
