Digging on POTUS statement about seizing airports during the American Revolution.
In December 2018 POTUS signed the “National Strategy for Aviation Security of the USA” (NSAS), which is a 23-page PDF:

Trying to sauce what gives Federal gov’t legal authority to seize airports in USA.
Trying to sauce what conditions trigger that and by what agency.
